First, contact your congressperson here Tell them you want a bill introduced to modify 16CFR1512 to include *all* types of bicycles and human-powered vehicles An example of what we think is a good definition would look like this

(A) A bicycle is a device upon which any person or persons may ride, propelled solely by human power through a belt, chain, or gears, and having two or more wheels including devices whereby the rider is assisted by an electric motor of fewer than 750 watts (1 h.p.), whose maximum speed on a paved level surface, when powered solely by such a motor while ridden by an operator who weighs 170 pounds, is less than 20 mph
Sub-Section B would no longer be needed

The language you want should look like this. The political process is slow, but this is how to start it
A bicycle is a device upon which any person or persons may ride, propelled solely by human power through a belt, chain, or gears, and having two or more wheels, excluding mopeds.
For reference, you can show them these states as their code is at least inclusive enough for all our riding needs
